My career in regulation began in 1996 examining changes needed to UK financial services regulation in the light of a banking collapse.
Since then, I've led regulatory change in the UK, EU and internationally in financial services and other sectors and provided support, challenge and advisory expertise to other regulators.

Current roles

  • Financial services: IMF Visiting Scholar, Financial Sector Assessment Program Assessor and technical assistance provider, Toronto Centre Program Leader developing and delivering capacity-building tools in multiple formats.
  • Other sectors: reviewing judicial remuneration for a common law jurisdiction.

Previous roles

  • Financial services: European Banking Authority Banking Stakeholder Group Member, Head of Department at UK Financial Conduct Authority leading regulatory change in areas from securities and derivatives markets regulation to crypto-asset AML supervision; Seconded National Expert at the European Commission, European Parliament and European Securities and Markets Authority drafting, negotiating and implementing regulation on areas from mortgages to crowdfunding to derivatives markets; House of Commons Treasury Select Committee Clerk assessing strengths and limitations of the UK regulatory framework.
  • Other sectors: independent statutory reviewer of Jersey parliamentarians' pay, led a statutory review of MPs' pay for a regulatory body, led Office for Professional Body Anti-Money Laundering Supervision, select committee scrutiny of regulatory regime for competition in the transport sector and for official statistics, trustee of a charity providing opportunities for disadvantaged young people in London, governance support to trustees of a higher education charity.
